Rep. Phil's 2025 Legislative Recap
2025 Legislative Recap
That's a wrap on the 2025 legislative session! I’m proud of the work we were able to accomplish. A huge thank you to Brinae Pugh, my amazing legislative aide. Take a look at some highlights below.
Protect the Dream Act
I sponsored HB 305, the "Protect the Dream Act", to limit the number of homes large corporations can own. Although the bill did not pass, I was able to present it in committee and generate a lot of discussion around housing affordability and the growing problem of corporate investments in our local and state housing market.

Student Teacher Promotion Act
I sponsored HB 310, the "Student Teacher Promotion Act", that would compensate college students for completing their student teaching in the classroom — removing unpaid, full-time work as a barrier to aspiring educators. I was able to present the bill in committee and look forward to building on our momentum going into next session.
Georgia Educational Opportunity Act
I sponsored HB 245, the "Georgia Educational Opportunity Act", that would update the State's funding formula to provide additional funds to students living in poverty. Our Fiscal Year 2026 budget includes a new program that will grant $15.3 million to school systems for targeted support to economically disadvantaged students. With this funding, Georgia joins 45 other states in finally providing additional funds through a poverty or "opportunity weight" to support school districts with a high level of children in-need.
Securing $23.4 million for Atlanta Tech
We secured $23.4 million in our Fiscal Year 2026 budget to complete the renovation of Atlanta Technical College's Hank Aaron Academic Complex. This is the 2nd part of a funding request President Dr. Victoria Seals and I made three years ago.

Incredibly grateful to serve the residents of Georgia’s 59th House District. Here’s a recap of the 2025 Legislative session.
